Health and Human Services Secretary Kathleen Sebelius announced today that California, Hawaii, Idaho, Nevada, New Mexico, Vermont and Utah are conditionally approved to operate a health insurance marketplace, or State-based Exchange, and Arkansas is conditionally approved to operate a State Partnership Exchange.
